Position: Program Manager

Position Description:

TRC is looking for an experienced program manager to manage a large commercial and

industrial energy efficiency program(s). The ideal candidate should have experience managing

diverse teams in a consulting/customer focus environment with the ability to foster a positive

employee culture. In this role, the program manager will have direct responsibility for all aspects

of program implementation from driving participation to the realization of savings. The program

team consists of a marketing and outreach staff that increases market awareness and supports

customer participation, an engineering staff that supports of technical review of energy savings

and implementation specialists that provides administrative program support and monitoring.

The program manager will also interface with corporate functional support groups including

finance, HR, IT, and program design. The program manager is responsible for the achievement

GENERAL: 

With minimal direction, performs high-level analysis on more complex technical and financial elements, focused on the breadth of Ecosave bundled Energy Conservation Measures.  

Supports efficiency engineering, process or financial tasks during solution design with M&V Plans.  Supports the team in achieving business goals by following Best Business Practices. 

Ensures assigned resources are completing tasks on time and within budget. 

Responsible for conducting regular Measurement & Verification (M&V) reviews with clients. 

Responsible for managing M&V budgets to ensure minimal cost variance (from projections). 

Create and implement solutions to reduce savings shortfalls. 

Generally involved in medium to large projects that include complex guarantees and multiple ECMs requiring higher level of experience and expertise.  

Responsibility includes being a subject matter expert resource to the other Efficiency Engineers. 

Responsible for the M&V installation & commissioning of all assigned Energy Services Agreements. 

Pro-actively takes necessary actions promote additional sales in the account, limit risk, and ensure a high level of customer satisfaction.  

Possesses extensive knowledge of and be responsible for promoting remote monitoring and performance indexing offerings to all assigned customers. 

 

PRINCIPLE DUTIES: 

1. Utilizes specialized functional expertise as a Performance Engineer. Has a high degree of technical competence in multiple functional areas, capable of assessing design risk and being accountable for all guarantee elements of large projects. 

2. Understands the full range of offerings and their applications in customer solutions. Devises alternative offerings to meet specific program requirements. 

3. Owns and manages tools & processes that ensure timely collection and accurate data entry of utility bills or other monitored consumption sources. Initiates actions and develops positive customer relationships to support this activity. 

4. Leads cross-functional teams in the deployment of the performance measurement components of a bundled project. 

5. Develops and maintains positive customer relationships during the performance phase of all new opportunity.  Maintains positive customer relationships during all phases in a project’s lifecycle. 

6. Uses ability to communicate with technical and C-level buyers, suppliers and other partners to provide technical, process or financial support in the creation and maintenance of large/complex M&V solutions.   

7. Ability to successfully work with a customer’s on-site staff to ensure operations and maintenance of assets/equipment are within contractual terms. Proactively reviews and/or interprets problems or patterns related to utility bills and energy consumption to limit risk and ensure a high level of customer satisfaction.  As appropriate, solves issues and keeps efficiency engineering manager updated and involved when need for corrective action is identified. 

8. Assists other team members in monitoring data gathering systems to track energy consumption during the installation and guarantee phases. As appropriate, solves issues and keeps Director of Services updated and involved when need for corrective action is identified. 

9. Develops customer baselines or benchmarks as needed. 

10. Develops and maintains relationships with facility high-level technical & financial managers. 

11. Active in professional organizations. Participates in “added-value” customer and community events in support of their objectives. 

12. Participates in transition meetings with Efficiency project managers and Operations to ensure project scope, objectives, timeline, and customer requirements have been achieved and the start of the performance period is properly documented. 

13. Responsible for the creation and delivery of high quality / high value performance reports that convey added value and analysis of cost reduction to contract specifications and/or guarantees (Options A, B, C, D and Stipulated Savings) to the client.  Responsibilities include the structure and grammar of the reports. 

14. Actively participates in internal release or renewal meetings, customer kick-off meetings, and ongoing account meetings including customer touch point visits.  

15. Leads portions of the presentation to the C-level or economic client as needed. 

16. Owns and manages up-to-date archival records associated with multi-year projects. 

17. Responsible for proactively generating internal risk management reporting as well as providing monthly backlog review information with management.

 

QUALIFICATIONS: 

• Bachelor’s Degree in Engineering or other technical field and 10+ years in building systems/operations or 15+ years in the field of Energy Management and Measurement & Verification. Advanced degree preferred.  Demonstrated capability to lead teams.

In this role, you will engage directly with customers and their suppliers in a consultative role. Building Automation and Controls Engineering

Perform on-site assessments to identify opportunities for building automation systems and control. Assist in the design of building automation and controls design drawings and sequences of operations to improve the energy efficiency of building systems.

Assist in the development of the automation and controls scope of work. Create graphical user interfaces for the building automation and control systems.

Energy Bureau

Assist in the analysis of utility data Analyze building systems remotely to identify areas of concern Assist in creating baseline energy models and configuring projects so that energy savings can be determined.

Qualifications

EDUCATION:

  • Junior or Senior level status in relevant engineering degree program

SKILLS & ABILITIES:

  • Limited understanding of building systems
  • Basic verbal and written communication skills including, but not limited to, listen effectively, and solicit input from others.
  • Basic ability to use Microsoft Office programs including but not limited to, Word, Excel and PowerPoint.
  • Basic organizational skills including, but not limited to, the ability to handle multiple demands and assignments, the ability to prioritize tasks effectively and efficiently, and the ability to manage resource procurement and utilization.

  • Develop tools and calculators for use in our programs, with technical oversight
  • Provide design recommendations for prescriptive projects in our programs; develop effective technical training materials related to prescriptive measures
  • Analyze logger and utility data
  • Review filings, utility commission documents, and evaluate documents for technical accuracy and sound engineering practices; communicate findings and recommendations to more senior engineers and program staff
